The Security Manager is responsible for the effective management of all security processes within the organization, ensuring the protection of employees, visitors, facilities, products, and assets. The role maintains and audits all security procedures, drives continuous improvement, and develops proactive and innovative security programs that strengthen overall security performance. The Security Manager reports security risks, incidents, audit outcomes, and key findings directly to top management to support strategic decision-making and organizational resilience.


Key Responsibilities

Security Strategy & Policy

• Develop and Implement: Design, implement, and maintain rigorous physical and procedural security policies and protocols that align with industry best practices.

• Maintain security policies, procedures, manuals, layouts and post instructions, ensuring they are current, approved, and effectively implemented.  

• Maintain and continuously update the Security Manual, ensuring it reflects the security requirements.

• Maintain an up-to-date Security Plan including site layout, sensitive areas, access points, security equipment, and emergency response protocols.

• Conduct regular reviews to ensure Skanem’s security program meets regulatory, customer, and industry (including ISO 14298) standards.

• Audit and Compliance: Prepare for and manage all internal, external, and client-led security audits and inspections. Ensure 100% compliance with all relevant international, and local security regulations. Present security audit findings, performance metrics, and corrective action plans directly to top management.

Operational & Physical Security

• Access Control: Manage sophisticated access control systems (biometrics, key card systems) for highly restricted areas.

• Surveillance: Oversee the functionality, monitoring, and maintenance of all electronic security systems, including CCTV, intrusion detection, fire alarms, and inventory tracking systems, ensuring continuous operation and secure storage of footage/data.

• Materials Security (Chain of Custody): Implement and monitor strict procedures for the custody, transfer, inventory, and secure destruction of security-relevant materials, including pre-products, final printed products, defective sheets, printing plates, and waste paper.

• Incident Response: Develop and lead the response to all security incidents, including breaches, theft, unauthorized access, or loss of sensitive materials, and conduct thorough internal investigations.

• Develop, coordinate, and implement the Security Operations Plan covering security personnel deployment, shift structures, patrol routes, response protocols, and control room duties.

• Manage the entire guard force, including recruitment, training, performance evaluations, deployment optimisation, and discipline.

• Coordinate and oversee all security service providers, including:

• Emergency responders (fire, medical, police as relevant)

• Alarm monitoring companies

• Perimeter/security technology service providers

• Outsourced guard services etc

• Ensure service level agreements (SLAs) for security service providers are in place, monitored, and reviewed regularly.

• Maintain an up-to-date contact network for emergency and critical response support.

• Ensure that all internal and external security resources are integrated into the Security Plan and aligned to the organisation’s risk profile.

Risk Management

• Conduct periodic security risk assessment and discuss the mitigation strategies with the management and other stakeholders.

• Recommend technological or procedural upgrades to improve security effectiveness.

• Implement proactive measures to prevent security breaches and ensure organizational resilience.

Security Incident Management

• Identify and address security incidents through observation (Gemba walk), Review of Surveillance and Control Room Reports, Alarm notifications, etc.

• Activate response to incidents as per the incident management policy and procedure.

• Conduct security investigations by following the laid down process.

• Timely distribution of investigation reports as per approved security incident management process.

Material, Component, Product & Waste Security

• Monitor storage, production, dispatch, and waste areas to ensure integrity and compliance with security requirements.

• Maintain and oversee CCTV, alarms, and access control and other security systems in for all security zone classifications.

• Conduct regular inspections to detect breaches, theft, or tampering.

• Ensure materials, pre-press items, components, products, and waste are handled only by authorized personnel and following the set processes.

• Respond promptly to incidents and maintain records for follow-up and improvement.

Security Audits and Compliance

• Maintain, review, and update security policies, procedures, and guidelines including but not limited to handling, storage, and movement of materials, pre-press items, components, products, and waste.

• Conduct regular audits to ensure all activities adhere to established security procedures and policies.

• Verify reconciliation between operational records (from production, stores, and logistics) and security observations to detect discrepancies.

• Document findings and recommend improvements to top management, ensuring corrective and preventive actions are implemented effectively.

• Continuously monitor and refine security practices to maintain compliance with regulatory and organizational standards.

 Security Awareness and Training

• Develop and implement a comprehensive staff security awareness program in liaison with HR and ensure that the effectiveness of the training is evaluated.

• Conduct awareness training for staff, contractors, and security guards on security protocols, responsibilities, and emergency procedures.

• Ensure background verification of the security personnel before deployment, and periodic performance evaluation while deployed.

• Conduct drills, simulations, and awareness campaigns to reinforce vigilance, accountability, and a culture of security.

• Integrate security training into onboarding programs, refresher courses, and performance assessments across the organization.

Emergency and Response Planning:

• Develop and implement emergency response and business continuity plans for all security operations.

• Identify security risks, including theft, sabotage, or breaches, and establish response protocols.

• Ensure continuity of security resources, including personnel, surveillance, alarms, and access control during disruptions.

• Conduct drills and simulations to test and improve security preparedness.

• Maintain communication and coordination with internal security teams and relevant authorities.

Security Cost Optimization

• Optimize security budgets while maintaining effective protection of personnel, assets, and information.

• Monitor and manage costs for security personnel, systems, and services.

• Identify efficiency improvements and cost-saving opportunities without compromising security standards.

• Evaluate the performance and cost-effectiveness of internal teams and external providers.

Personnel & Leadership

• Team Management: Recruit, train, schedule, and supervise the in-house security team and/or contracted security personnel, ensuring they are fully competent and compliant with all security protocols.

• Security Culture: Foster a strong, proactive security-conscious culture among all employees, contractors, and visitors through regular mandatory training and awareness programs focused on the specific threats faced by a security printer.

• Stakeholder Liaison: Act as the primary security liaison with local and national law enforcement agencies, intelligence services, government regulatory bodies, and high-value clients.

Person Specifications

Academic Qualifications

• Bachelor’s degree in Security Management, Criminal Justice, or a related field (or equivalent military/law enforcement experience).

• Professional certifications such as Certified Protection Professional (CPP), Physical Security Professional (PSP), or Certified Information Security Manager (CISM) or a related field.

Experience

• Minimum of 10 years of progressive experience in corporate security management, with a significant portion in a high-security environment such as a high-value manufacturing, or critical infrastructure.

• Demonstrated experience in managing procurement activities across different geographical locations, ideally within East Africa or managing similar cross-border supply chains.


Skills and Attributes

Technical Skills:

• In-depth knowledge on ISO 14298.

• In-depth knowledge of physical security measures, electronic surveillance, and advanced access control technologies.

• Demonstrable expertise in managing chain of custody protocols for high-value or security-critical items.

• Thorough understanding of relevant security printing or government document security standards.

Soft Skills:

• Integrity and Discretion: Unquestionable ethical standards and the ability to handle highly confidential and proprietary information with the utmost discretion.

• Analytical and Strategic Thinking: Ability to conduct complex risk assessments and translate findings into effective, proactive security strategies.

• Crisis Management: Proven ability to remain calm, decisive, and effective under pressure during security incidents and emergencies.

• Communication: Excellent written and verbal communication skills to prepare detailed incident reports, develop clear policies, and train personnel at all levels
